God said to Moses "I will have mercy on whom I will have mercy and be gracious to whom I will be gracious." This declares His sovereignness over the affairs of His creatures, whereby, without need of justifying Himself or having to have good reason, He will do with them or have them in places and set their times and situation, as He pleases. But, since these are choices of mercy, those predetermined affairs are not permanent, considering how mercy has a tendency to be open to making exceptions, when moved by the earnest and those who show cause for themselves.
