There are four kinds of openness that come to mind when somebody talks about Open Heavens. One kind of openness that there is to Open Heavens is "Purposed Openness" which means that it opens to do what needs to be done at the time and for as long as what needs doing needs it to be open for business; and then reopens next time to do another task when one arises.
